Useful information on movement from Greece to Albania according to current measures to limit COVID-19

There are four reasons for travel:

  1. Going to place of permanent residence
    • Actions for Albanian passport holders
      • Issuance of PLF (Passenger Locator Form) from the official website of the Ministry (https://travel.gov.gr/#/) 24 hours before the day of arrival at the border.
  2. Movement for serious business reasons
    • Actions for Passport Holders of Greek, European Union and EEA-EFTA countries
      • Issuance of PLF (Passenger Locator Form) from the official website of the Ministry (https://travel.gov.gr/#/) 24 hours before the day of arrival at the border.
      • One of the following documents::
        • Certificate of employee movement if any
        • Handwritten certificate-responsible statement of movement stating the reason for the movement and the destination place.
        • Any invitation from a professional partner, customer, supplier.
  3. Movement for serious health reasons
    • Actions for Passport Holders of Greek, European Union and EEA-EFTA countries
      • Publication of PLF (Passenger Locator Form) from the official website of the Ministry (https://travel.gov.gr/#/) 24 hours before the day of arrival at the border.
      • Handwritten certificate-responsible statement of movement stating the reason for the movement and the destination place.
      • Document from a Public or Private hospital stating the reason and date of admission to Albanian Public or Private hospital or an invitation from a person who needs help due to health problems.
  4. Movement of children with parents apart
    • Actions for Passport Holders of Greek, European Union and EEA-EFTA countries
      • Publication of PLF (Passenger Locator Form) from the official website of the Ministry (https://travel.gov.gr/#) 24 hours before the day of arrival at the border.
      • Handwritten certificate-responsible statement of movement of both parents that will state the reason for movement
      • Certificate of residence for special use
      • Certificate of marital status

      • Negative molecular control test (PCR). The duration of validity of the PCR molecular test is 72 hours and therefore must be presented in this time period.
      • One of the following four documents:

More information

  1. The only entry-exit point between the countries of Albania-Greece at the moment, is the land Border Station at Kakavia.
  2. No molecular test PCR is performed by the Albanian health authorities at the Border Station Kakavias.
  3. Self-isolation is not mandatory upon entry into Albanian territory.
  4. The above documents and the passport will be presented during the check at the Border Station at Kakavias but also in any checks that will be carried out during the movement to control points of the road network within the territory of the two countries.

 

Caution
The author is relieved of the responsibility for the correctness of the above information, which should, in any case, be verified by the official websites and telephone numbers of the Ministries of Foreign Affairs of the two countries. Before the start of the transfer, it is necessary to contact the Kakavia Border Station for any requirement of additional supporting documents on a case by case basis and any changes in the current legislation.

 

04/03/2021 – Katharine Ferguson – UPDATE:

According to the new lockdown measures, from 06:00 on Thursday 4 March until 06:00 on 16 March the following rules apply as regards movement codes:

Changes to SMS code options 2, 3 and 6

For Code 2 – going to supermarkets and essential shops – and Code 3 – going to banks and public services – movement is restricted to within the Municipality or 2km from the place of residence. If there is no bank or service in the local Municipality, people can travel to another Municipality if they have proof of their bank appointment.

For Code 6 going out for exercise can only be on foot or by bike but not to another municipality. Consequently, a car cannot be used to travel.

 

20/01/2021 – Katharine Ferguson – UPDATE:

As of 18/01/2021 all retail stores and shopping malls in the country will reopen, along with several other businesses including hair and beauty salons and vehicle inspection services (KTEO).

  • Stores can operate from 7 am (optional) until 8 pm (so that employees can return home by 9 when curfew begins).
  • Consumers can shop only by sending an SMS (option 2) to 13033 or by having a handwritten movement certificate with them while shopping. All consumers must keep the SMS as proof of permission for movement and must show it to authorities upon request.
  • Movement to shop will last two hours, which gives consumers enough time to make purchases inside the store while following strict social distancing measures. The two hours to shop will begin from the time of sending (and approval) of the SMS for movement.
  • Only four customers are allowed per stores up to 100 square meters. For stores of over 100 square meters in size, one extra person for every 25 square meters is allowed.
  • For shopping malls, discount malls and outlet stores specifically, one customer per 25 square meters will be allowed.
  • In all stores and shopping malls, a distance of 2 meters must be observed between customers during the wait at the checkout counter.
  • Fines for violators of social distancing measures in stores will be increased by 50 per cent (fines currently stand at 300 euros for individuals and 3,000 euros for businesses).
  • Hairdressers, barbershops and beauty salons are allowed to open but can service customers only by appointment.
  • Vehicle inspection services (KTEO) can service the public only by appointment.
  • Masks must be worn at all times by both store employees and consumers.
